Returns chains[] with gasPriceGwei, baseFeeGwei, nativeUsd and costUsd for transfer, erc20Transfer and swap, plus cheapest and mostExpensive. Optional ?chain=all or one chain key; 400 unknown_chain otherwise. Send chain=all - a bare call skips the free tier.
