Offline validator for a Dutch RSIN (Rechtspersonen Samenwerkingsverbanden Informatie Nummer), a 9-digit legal-entity tax identifier. Normalizes input (strips spaces/dots/dashes) and applies the elfproef (mod-11 check): weights 9,8,7,6,5,4,3,2 on the first 8 digits, minus the 9th digit, must be divisible by 11.
