Distributed locks, semaphores, shared rate-limit buckets and monotonic counters for multi- agent fleets. Use it when nine agents share one upstream API quota, or ten workers must not process the same job twice. Buy an operation budget once, then every call runs at ordinary HTTP latency instead of waiting on settlement. Tiers: 100 ops $0.05, 1000 $0.25, 5000 $1.00. Renew and release are always free. Every acquire returns a fencing token: a TTL lock alone is not mutual exclusion.
Paid test badge: not yet. The checks above are free: we call the tool without paying and read the payment request it sends back. The Verified badge needs paid calls whose answers match the promised output, and nobody can buy a badge.
