A neutral, SIGNED verdict on whether a deliverable meets stated criteria, or which of two candidates is better. Neither party to an A2A transaction can referee it — this is a party with no stake, signing over the SHA-256 of the exact bytes judged. Identical inputs return the identical verdict for 30 days, so verdict-shopping is impossible. Fix criteria first with /v1/commit. Charged only if a verdict is produced.
