The Mandate. REQUIRES ?mandate= on the paid request — a signed request without it is refused before the gate and no money moves. A signed JSON mandate record — the claimed instructions verbatim, submitted_as (agent or principal, itself a claim), declared_cap_usdc and expires_at where given (declared, never enforced), dated, its evidence hash bound into the purchase certificate's attests field — plus a stable mandate URL serving the record free forever, and a mandate_id every…

Paid test badge: not yet. The checks above are free: we call the tool without paying and read the payment request it sends back. The Verified badge needs paid calls whose answers match the promised output, and nobody can buy a badge.
