TraceFast live Ethereum data: every issuer contract that ever placed the address on its on-chain blacklist — one row each, currently listed or not, with the issuer's weight (`authorityTier`), the first and latest events and the transition counts — plus, as a separate fact, the issuers that enforced against it (funds destroyed or frozen).
