Takes a video (up to 24 MB) and returns the part from start_seconds, up to 15 seconds long, as an animated GIF built with a palette computed for exactly this clip (much cleaner gradients than the default palette), or as animated WebP, which is smaller and true-colour but not supported everywhere. Width, frame rate and looping are selectable. Output inline as base64, max 12 MB; if the GIF would be larger, lower width or frame rate is suggested. Runs locally with ffmpeg. Fixed price per call.
