Takes an audio or video file of up to 60 minutes, detects silences longer than min_silence_seconds below threshold_db and cuts the recording into parts at the middle of each silence. Parts shorter than min_part_seconds are merged with their neighbour; at most 50 parts. Returned are the cut list with start, end and duration of every part and, if they fit into 8 MB together, the parts themselves as MP3 inline; otherwise only the cut list, which is stated.
