Returns logs emitted by a contract address, optionally filtered by event signature hash (topic0) and block range (last N blocks, 1-100). Query: address (contract, 0x + 40 hex), topic0 (optional event signature hash, 0x + 64 hex), blocks (optional, last N blocks, 1-100 (default 10)).
