Attested resolution: did measurable rain fall in a covered precinct during a stated past window? Ships as an evidence bundle — hash-attested NOAA/NWS source payloads under a signed policy manifest — capped by an aye/nay receipt. The evidence bundle is the product; the boolean is the receipt. Refusals, validation errors and coverage gaps are free; FUTURE windows are refused.
