Payment Header Check API

Payment Header Check API: reads an x402 PAYMENT-SIGNATURE header before you send it - base64/UTF-8/JSON, version, authorization fields, clock window, who signed (lane a or b) and, with the seller PAYMENT-REQUIRED, payTo/amount/network/asset. Paid test badge: not yet. The checks above are free: we call the tool without paying and read the payment request it sends back. The Verified badge needs paid calls whose answers match the promised output, and nobody can buy a badge.
