Price-parity check
Price-parity check: compares the 402 price an agent is CHARGED (live runtime resolver) against what discovery ADVERTISES (/.well-known/x402 manifest, service registry) and any third-party quote passed in. Returns per-route prices, parity verdict, spread and evidence URLs to re-verify. Deterministic, no outbound calls, signed verdict.
