Screen a Base address for fresh or throwaway-wallet signals: a high/medium/low heuristic risk tier with named flags (no or one outgoing transaction, a near-empty balance with few transactions), plus ETH, USDC, WETH, cbBTC and DAI balances and the account nonce. Address type is reported separately and does not affect the tier; token contracts are not audited. Use to screen a Base address; OFAC and other chains: check_counterparty.
