A pre-payment gate for an agent about to send USDC. Screens the recipient (OFAC sanctions, Coinbase/Basename identity, wallet vs contract, fresh-address age) and escalates a fresh or anonymous recipient to STOP once the amount is material — a few cents to a new address is sampling, real size to one is the drain to avoid. Pass usd= for amount-aware guidance. One verdict (GO/REVIEW/STOP). Identity is not intent; not financial advice.
