Has a monitored public document changed since a given time? Returns a cached, timestamped observation of the City of Oakland stale-check list PDF: changed true/false/null plus content hash and observation age. Call with `since` (ISO 8601) to learn whether the file changed after that moment without downloading it. Answers null when observation coverage cannot support a claim.
